In a study of Israeli parole boards, researchers tracked 1,112 decisions across 50 days. Favorable rulings followed a pattern: roughly 65% at the start of each session, dropping steadily toward zero by the end. The judges decided at the same speed throughout. In 1927, Bluma Zeigarnik documented what happens when tasks stay open. Incomplete work doesn't sit quietly in the background. It intrudes. Developers average 12-15 major context switches per day. Each one costs 23 minutes of recovery. That's $78,000 per developer per year in lost productivity. But the deeper cost isn't the clock. It's the open loops accumulating in your head, each one generating interference you can't turn off.
Your Brain Won't Let Go
Here's where it gets worse. Your brain has a mechanism for releasing those open loops. It's called cognitive offloading - saving information to an external system so your working memory can move on.

But there's a prerequisite. The system has to be reliable. Storm and Stone found that saving a file to a trusted location freed working memory for new learning. When the save was perceived as unreliable, the effect vanished entirely. Your brain held tighter, not looser.

That's what session seals do. When a session ends, the seal doesn't summarize. It enumerates. Every open cognitive loop gets specific resolution status:
- Loop 1: Closed - authentication refactor complete, merged to main
- Loop 2: Deferred to Phase 3 - plan: review after benchmark results arrive Friday
- Loop 3: Escalated - needs architect review on caching strategy before proceeding
Not "open decisions exist." Specific loops. Specific status. Specific next actions. That's a Zeigarnik closer. Your brain reads the plan, confirms the system is holding it, and lets go.
Zero Reconstruction
In 1998, Andy Clark and David Chalmers proposed a parity principle: if a resource performs a cognitive function that the brain would otherwise perform, it is part of the cognitive system. They used the example of Otto and his notebook. Inga retrieves a museum address from biological memory; Otto retrieves it from his notebook. Same function, different substrate.
In 2025, Clark extended this framework directly to generative AI in Nature Communications. The thesis held. The substrate expanded.
